In reply to Kelly Pickerel. Hi Kelly, I read through the Fed Register notice to see where there is a distinction made between projects smaller than 1 MW and larger projects. I couldn't find that. What document or source talks about that distinction? (for example, that the apprentice requirement only applies to projects > 1 MW? Thanks for your articles.

In reply to April Ambrose. For projects over 1 MW, the base ITC drops to 6%. Then if you want to reach higher ITC amounts, you have to follow these prevailing wage/apprenticeship requirements.

This is not to meet the initial 30%, prevailing wage and apprenticeship requirements are to meet one of the additional 10% options on top of the 30% ITC/PTC. Correct?

Good morning Kelsey,
The SEIA’s VP of state and regulatory affairs, Sean Gallagher made a misstatement in this article saying: “Most of the work of solar projects, it’s reasonably straightforward. It’s electrical work, it’s laborer work, or it’s operating engineers and pile-driving work.
This is absolutely not true.Sean should reach out to the Carpenters Union for clarity and visit our Midwestern solar projects to witness first hand how they are built. We are building several solar projects in Kansas, Missouri and a 692 MW in Illinois now with four trades that include the Carpenters who are tasked to install the racking and modules, Piledrivers /Carpenters/operators for the piles, operating engineers for running the machines and the laborers for unloading and clean up and Electricans for providing all the wiring and interconnecting. That’s how they are built. Please have Sean’s statement clarified with a follow up SEIA article. There are big penalties for not having the solar scope classification correct.The statement Sean made will drawing confusion to the solar developers. We can comment how they are built. The Carpenters are the craft leading the solar builds.
